Much CAD work is outsourced, but this can be inconvenient and costly for them.
So they might welcome an approach from a local person who can demonstrate good current CAD skills.
Having found those skills, they won't want to loose them. So a zero hour contract is unlikely.
Produce their CAD drawings, so that they can get paid for work done promptly. You will be providing a valuable service s o a worthwhile basic salary is likely.
(Don't be tempted to offer a free lance CAD drafting service. You would have to wait at least 30 days to get paid and there would be no security of employment. Better to offer a fixed short term period of internship, prior to employment)
